The hitherto history of growth and development in any society, is that of advancement in the modus operandi or the paradigm shift from analogue to digital in that society. Thus, Hon. George Alli, Chairman of Otukpo Local Government, flags off the Otukpo Integrated Land System (OTILS), in which Otukpo Council is the first local government to operate such a scheme in the annals of Nigeria.

Like Abuja Geographical Information System (AGIS), OTILS is not just to capture, store and manage land data but also to recertify title documents, registration of land, market store/shop, street naming/housing numbering etc.

Speaking during the flag off, George Alli enumerated the benefits of the scheme (OTILS) in the areas of revenue generation, where he (Alli) protected over #25 million in a short run, that will enable the Council to execute projects, the Security of properties of the inhabitants of Otukpo will be guarantee, as the issue of land grabbers/falsification of title documents will be a thing of the past. Also, the system will project Otukpo, to attract both internal and foreign investors, because of the functional information system.

Also, speaking during the flag off, is the Executive Director of OTILS, Mr Agaba Ikue, who collaborated the view of George Alli and further took time to explained the process from the collection of form, that is free of charge to the acquisition of the C-O-C, after the completion of the process.
